The Democratic Party thinks money is the answer, new people don't have money, and little elections are where new candidates come up form, but the party isn't interested in rural districts because it costs money they don't want to spend and those districts don't hold on to their candidates, so these elections keep happening and cost even more money. So, in the end, what happens is what happens, The Dems have no power and no money, and are ineffective! So change is needed and they aren't willing to change. That is exactly what happened to the Whigs before the Republican Party got its start and the Whigs disappeared!
The DNR limits the fine to $10,000, more than that they can sue but never do. In some cases even the fine for $10,000 can be lowered for no real reason! They have to replace the fish in cases of a fish kill, but I believe that is through the Federal Government rather than the state.
